Why We Must Embrace the HeForShe Culture – Olusegun Olagunju

Ever imagined the world where there wouldn’t be differences within the gender grouping? Ever wished your female children are accorded same respect as given to the male folks out there?

 

These drove the challenge for the HeForShe campaign that was created by UN Women, the United Nations entity for gender equality and empowerment of women, HeForShe is a global effort to engage men and boys in removing the social and cultural barriers that prevent women and girls from achieving their potential, enlisting men and boys as equal partners in the responsible crafting and implementing of a shared vision of gender equality, with norms of gender equality, non-violence and respect, and thus together positively reshaping society.

Purely the fundamental objectives of HeForShe campaign are to change discriminatory behaviours, through building awareness of the importance of gender equality and women’s empowerment and the crucial role men can play in their own lives, and at more structural levels in their communities, to end the persisting inequalities faced by women and girls globally.

HeForShe also provides a platform for men and boys to become advocates for women and girls, and to behave accordingly, telling their stories to the global community about the actions they are taking to end inequality.

There are mixed feelings in the acceptance of this cause but to know if this call for change is necessary, we need to have had a fair knowledge of how gender-inequality wrecks the society.
Research estimates suggest that, on the current trajectory, gender equality would not be achieved until 2095. With men and boys at the table and engaged in the issue, we believe that we can more than double the Speed of change.

Can we then fold our arms and anticipate 2095 without acting as fast as we can and allow this unhealthy phase continue in this devastating form?

In this light, an event was hosted by the Federal Ministry of Women Affairs and Social Development at the International Conference Centre for officially and Nationally Launch this HeForShe campaign in Nigeria to sensitize the National mind-set of the need to act now for a gender equal world.

Present at the event were notable figures, the Vice President of Nigeria; Professor Yemi  Osinbajo, The Honourable Minister, Federal Ministry of Women Affairs and Social Development; Senator Aisha Jummai AlHassan and Phyllis Nwokedi; Permanent Secretary, Federal Ministry of Women Affairs and Social Development.

The Ministry channels visibly took all present around what we stand to enjoy as this campaign kicks off. It was relayed that the Ministry’s ambitious aim is to secure the commitment of one billion men to make changes in support of gender equality and women’s empowerment. Those changes may range from small steps – acknowledging the issue and recognizing that the status quo is acceptable to big steps that directly make changes to individual or community lives.

Hamzat Lawal; The Chief Executive of Connected Development, an organization that has done well in ensuring that marginalized people and sect are empowered and have their voices amplified was also present at the event and gave a direct speech on the focus and his stance on gender equality and parity.

He said “Although we have come a long way from a century ago regarding the rights of women and girls, there is room for improvement. According to UN Women, gender equality is defined as “equal rights, responsibilities, and opportunities of women and men and girls and boys”.

For long, the attention and the pressure have fallen only on women to be the ones who should believe in gender equality. This is wrong. Both men and women should play an active role in ensuring equality between the sexes. As the popular Nigerian Author, Chimamanda Ngozi Adichie says- “we should all be feminists”! This creed should be passed on to our future generations.

He further enthused “I am happy to be a young man who truly believes in gender equality. In my organization, 70% of my workforce is women.  As of 2016, my organization – CODE has directly impacted 26,811 rural lives, especially those of women and children in ensuring that educational and health care appropriations meant for them are well spent through our “Follow The Money” campaigns.
“However, this is not enough. As an Activist, I strongly believe that now is the time to stand up on our tiptoes, extend our arms to the sky, and confess to the world that we are sick of our women and girls missing out of school, and being victims of conflict and domestic violence.”Lastly, Lawal pointed out that “My greatest dream is that one day, I’ll have a little daughter and a son of my own. When my son asks me what it means to be a man, and when my daughter asks me what it means to be a woman, I should be able to tell them one similar thing- “Boys and Girls are equal!

“I implore our youth to join the HeforShe campaign by standing with women and girls around the world who deserve access to education, healthcare, water, and sanitation, as well as decent work.  As a great country, we could lead Africa in achieving the sustainable development goals.”

It is anticipated that out of the signatories to HeForShe, half will take the initial step of joining the solidarity campaign by making a simple positive pledge for gender equality. It is also projected that another quarter may make the pledge and then be inspired to become more engaged by taking a second step-to donate, to advocate and to sensitize themselves to gender equality issues. And a final quarter may deepen their engagement by making and following through on a major commitment that substantially contributes to social change.

 Every story of a champion making a difference has the potential to inspire others to become more engaged. Each man who takes a new action helps all of the humanity to take an additional step towards gender equality.

Goodwill Message at the National SDGs Stakeholders’ Retreat Presented on Behalf of the Civil Society Community by – Hamzat Lawal, Chief Executive, Connected Development [CODE]

On behalf of the participating CSOs at this very important retreat, we wish to acknowledge and respectfully appreciate the invitation of the CSOs to be part of this very important retreat on SDGs as it is coming at a no better time than now in line with the spirit of goal 17 on “Partnerships” and in the inclusivity of “Leave No One behind”.

Your Excellences, the Civil Society in Nigeria had been active players in the formulation and designing of the SDGs right from Rio +20 to the Open Working Groups (OWG) and have held key positions why playing very important and sensitive roles all through the negotiations leading to the adoption and signing of the SDGs.

Just as this promising African nation called Nigeria is clothed in rich historical apparel, signifying the process through which it evolved its democratic experience, the stellar role played by civil society in guiding both the needle and the fabric cannot be overemphasized.

The Third Sector, as some would like to call the Civil Society, is a potent molding tool with which Nigeria nurtures its conscience at every given moment.

As a testimony to the central role played by this sector in birthing a new Nigeria, it is instructive to note that some of our present leaders like Mrs. Amina. J. Mohammed, (Minister of Environment and former SA to the President on the MDGs) and Dr. Kayode Fayemi, (former Governor of Ekiti State, and present Minister of Mines and Solid Minerals), are products of the country’s vibrant civil society community.

At the dawn of the twenty first century, our dear country was privileged to receive the cooperation it needed in the implementation of the Millennium Development Goals (MDGs). While we met few, we backslide on some and many were unmet.  However, the lessons learnt are useful as we set out our implementation of the SDGs.

Therefore, as a sector we are convinced that today, and specifically, this distinguished forum, presents a great opportunity for the CSO community to candidly communicate our expectations, share our experience and hear fromgovernment and other critical stakeholders, on how we can jointly lay out the needed robust implementation plan forattaining the Sustainable Development Goals (SDGs) in Nigeria.

As we all know, following the progress made under the MDGs which drove global development efforts from 2000 to 2015, the world determined that the SDGs for the period 2016 to 2030 would continue to fight against extreme poverty,achieve gender equality and empower all women and girlswould add the challenges of ensuring more equitable development and environment sustainability.

Hence, we must emphasize the need for Nigeria to follow the global trend by upscaling its capacity and sharpening its strategies for international best practices and norms. This basically means that we deploy lessons learnt from the MDGs for the implementation of the SDGs. But more importantly, it recommends a new paradigm shift in the partnership between CSOs, private sector and the government.

Civil society plays a fundamental role at the national and sub-national domestication and implementation of all international protocols and conventions. The trainings, outreaches, data mining, and various interventions of the civil society have helped immensely in ensuring that both national and international agendas are brought closer to the ordinary Nigerians. And in this way, we as a sector along with our stakeholders, the international community and our development partners are able to monitor the impacts of our interventions.

With the SDGs, there is a new, exciting challenge before us all. With our capacity as a sector and using our networks of citizens and citizen organizations, we have started popularizing the SDGs, 17 goals and 169 targets. And, of course, it is our duty to reticulate their impacts. It is also collective responsibility as participants at this forum to ensure that transparency and accountability remain the key words for all SDGs actors, the more reason why we ‘Follow TheMoney’.

The Nigerian civil society has already made some remarkable achievements right from the process of designing the SDGs. For instance, we were part of several consultations that led to the development of the SDGs from 2012 to 2015. We consulted with citizens all over the world through the ‘’my world survey’’ and brought citizens voices to bear on the design and negotiations that led to the development and adoption of the SGDs. We were well represented as active stakeholder’s at all high level events and intergovernmental processes including leading the African Women Major Groups at the UN processes and at the African Regional Consultative Meeting on the SDGs. It might also interest you to know that one of the outcomes of that forum, which was to vigorously utilize data collection, is already being implemented in Nigeria.

We were present as a sector in September 2015 in New York when world leaders including our President Muhammadu Buhari made history by adopting the 2030 agenda. The SDGs, it was agreed, presents a “key window of opportunity to improve the existing, haphazard approach to data collection and reporting”. It was also decided that civil society, private sector and citizens should collaborate with the government to evolve better strategies for strengthening statistical systems that can measure and incentivize progress across the goals.

We are glad to announce to you that Nigerian CSOs are already implementing this strategy in conjunction with the government, as agreed by the international community (Women Environmental Programme in conjunction with the National Bureau of Statistics just finished the first phase of their data collectors training for Nigerian youths).

However, we strongly believe that there are many more things to do for effective implementation of the SDGs, and many other strategies to adopt in order to ensure Nigeria performs better than it did under the MDGs.

Excellences,

Firstly, the government needs to exhibit more willingness to cross the line from average to perfection by creating the enabling environment for optimal multi-stakeholder participation in the framing, development and implementation of national, state and local government plans of action on the attainment of the SDGs. We anticipate a domestication of the SDGs within our national and states development plan.

We recommend seamless coordination between local, states and the federal government; and also between the Ministries, Departments and Agencies (MDAs) including synergies with the private sector and civil society sector which of course includes the media and the academia.

Secondly, we recommend a planned upgrade of institutional capacity in order to ensure service delivery and effective project implementation.

Thirdly, a coherent national data management system would be effective in mainstreaming the efforts and interventions of civil society, private sector and development partners while enabling all actors within the development space to carry out their task unencumbered. Strategically, capacity building on the Open Data concept targeted at those who will be implementing the SDGs is a major first step in realizing that at the review and progress of the implementation of the SDGs can only be measured through presentation of data.

We are confident that if collectively we remain positive, focused and determined, our country can achieve the SDGs goals before 2030 and other developmental aspirations we have.

On behalf of the CSOs, I urge our government to see us as allies and partners to achieving the Nigeria we want, with the SDGs, particularly around data at the grassroots to inform policy and decision making, leveraging on innovative technologies.

[PRESS RELEASE] Civil Society Coalition Launches Platform to Monitor Police Human Rights abuse on Citizens

Connected Development [CODE], a non government organization whose mission is to empower marginalized communities in partnership with Network on Police Reform in Nigeria (NOPRIN), a coalition of 49 Civil Society Organizations [CSOs] working on police reforms in Nigeria, on June 30, 2016 has lunched a real-time situation awareness platform at http://policemonitor.ng to document the human rights abuse by police on citizens and vice versa.

The Nigeria Police, as a pillar of democracy, has over the years, infringed on the human rights of Nigerians, with unlawful detention escalating everyday, and the rate of extortion of citizens becoming alarming, while all of this happens without documentation. “This is an open platform that will document several human rights abuse of the Nigeria Police on Nigerian citizen, it will be used in engaging the Nigeria Police and the judiciary to foster social justice for the citizens” said Oludotun Babayemi, the co -founder of Connected Development [CODE] during the unveiling of the platform.

The citizen driven platform will complement the Nigeria Police complaint response unit (CRU), which between January and March, was reported to have received and processed 1,054 complaints from across the 36 states and FCT, while 20 officers have been sanctioned. “We are not even sure that the CRU will survive in this new dispensation. It is hoped this new citizen – driven platform will compliment  it and remain the real citizens’ platform to report and monitor police abuses in Nigeria and to fight to ensure justice for victims and accountability by perpetrators” affirmed Okechukwu Nwagunwa, the National Coordinator of NOPRIN during the training for CSOs and the Media in Lagos,where the platform was launched.

Categories of human rights abuse that will be reported include police human rights abuse in Nigeria abuses such as arbitrary arrests,  and unlawful detention, extortion, police brutality, torture, extrajudicial killings,  and other acts of police abuse and police misconduct. Citizens can report on this platform by sending short message service [SMS] or a Whatsapp Message to 0708-000-4730

CODE is a Nigerian Non Governmental Organization, founded in 2012 to empower marginalized community by creating innovative ways of establishing feedback loops between citizens and state agents.

Network on Police Reform in Nigeria (NOPRIN Foundation) is a network of 49 civil society organisations spread across Nigeria, and committed to promoting police accountability and respect for human rights. World Bank: CSO are relevant in social Assessment of power Sector Reforms

The senior Social Development Specialist West Africa Social Development of world Bank, Edda M Ivan -Smith, has called on all Civil society organisations (CSO) to have full participation in various project.

Ms Edda, made this known at the World Bank Workshop titled “Social Assessment of the Impact of Power Sector Reform on Users.

“The Voices of CSOs are more like voices of an advocate,and so we are happy to work with CSOs,” she said.

Also speaking, the social Development Specialist, Michael Gboyega, called on CSOs to help support Bank project by dialogue with government  to tap into various projects.

He said that there are lots of opportunities for SCOs to get engaged in helping sending the necessary messages across to the people at large.

The purpose of the workshop was to provide an opportunity for a range of stakeholders to consider the social impact of electricity services. The workshop further presented preliminary findings and recommendations of a social assessment, undertaken by World Bank consultants.

The assessment further considered impacts on gender equality and women’s economic empowerment, as well as the opportunities for electricity consumers to be heard and to hold organisations to account.

The workshop also identified how to maximize benefits to low-income electricity consumers, the population that currently lacks access to electricity, and socially disadvantaged groups.

The world bank supports the Federal Government of Nigeria in developing the power sector in Nigeria. World Bank supports is in the form of direct investment support and in the form of indirect support for private sector investment.

 

DW Director General Peter Limbourg opens the Global Media Forum in Bonn:

“The end of the freedom of expression is also the beginning of the end of democracy”

Freedom of speech and freedom of the press are increasingly facing limitations the world over; in order to counter the culture of disinformation and manipulation, “We need to rethink the way in which we perceive, demonstrate and spread our values.” With those words, DW Director General Peter Limbourg opened the Global Media Forum in Bonn on Monday, June 13, 2016.

Limbourg greeted more than 2,000 guests from over 100 countries, including representatives from a number of partner broadcasters, at the ninth annual media conference from the German international broadcaster. The topic of the three-day conference is “Media. Freedom. Values.”

“Only when people are able to communicate freely, there will be change. The possibility to share ideas and values with others and the chance to inspire those, who are still under the control of dictatorial regimes,” said the Director General.

Deutsche Welle has positioned itself on a path to digitalization – and drawn upon more than 4,000 partners from around the world. Part of this strategy includes co-productions with partners to the benefit of both parties. “This is a first in international broadcasting. And an important step in recognizing the value of the contribution of regional partners,” said Limbourg. “We truly appreciate the local expertise and perspective which our regional partners contribute.”

Limbourg lamented the state of affairs in which instead of preserving the universal prestige of the right to speak one’s mind, in increasingly more countries, limitations are being placed on laws protecting freedom of expression. He cited Turkey, where critical media personalities are being suspended by members of President Erdogan’s governing party, where unwelcome journalists are labeled terrorists, without grounds, and being thrown in prison. “In the heart of the EU, freedom of the press cannot be taken for granted,” said the Director General. With an eye cast on the national-conservative powers in Hungary and Poland, Limbourg said, “But nothing – and I stress – nothing – justifies a limitation of the freedom of expression to be rooted within a democratic constitution.”

Limbourg referred to the example of Germany. “Even here in Germany, the enemies of the freedom of the press are at work.” Right-wing populists of all shapes have problems with tolerance and with a diversity of opinion, he said.

Journalists themselves can endanger freedom of the press. “If they don’t research with due diligence, if they copy without checking the facts, or if they scandalize every harmless occurence. Because thus, they provide arguments to their enemies,” said Limbourg.

Limbourg closed with the statement, “The end of the freedom of expression is also the beginning of the end of democracy. There are simply no more excuses when this point is reached. Each and every one of us is called upon, to stand up and demand the freedom of expression loud and clear.”

Five ways to avoid public Urination

In celebration of the world environment day, i choose to come up with this little write up, aside from hygiene. this is also a means advocating for safe, green and habitable environment

Five ways to avoid public urination in Nigeria.

I have always wondered why a well-dressed man, apparently driving in an expensive car, would pull up by the roadside, unzip his trousers and pull out his manhood to urinate.

The funny part is you see them using their hands to cover the side shaft of the manhood on both sides while the urine projects into the earth below.Thereby polluting the air, and  killing our beautiful green plants . Some just bend their upper body backwards a bit, pushing their waist out while supporting it with their right hand and the other left holding the manhood. Some just pull down their pants and bend down.

Little did I know that ladies also urinate by the roadside, I freaked out when I saw a lady in Abuja around 2pm doing the same on top the the beautiful green grasses by the road side. She was dressed in her pink skirt and a blue top, she stood by the expressway, opened her legs while standing with her hands beneath the skirt.

From afar I watched the long urine gush out from between her legs. The sight of it got me so irritated and curious.The relief you often find on their faces suggest most people who urinate in the open, in public area, possibly have held the urine for so long and just couldn’t go an inch further with their heavy bladder.

For men, once they are done, they angle it to shake off the last drops before returning it  back to their trousers. Sometimes, urine droplets lands on their hands, and even their trousers. Many would just go ahead and rub their hands on their trouser and then walk away. This is highly unhygienic.

Most women would stamp their feet on the ground twice for the last drop of urine to fall out then they clean with tissue papers or rinse through with water

Nature calls are sometimes difficult to cheat.  But passing it out for the public to see is a no no, aesthetically and hygienically.  More so it is highly not lady like for women to be seen squatting by the roadside to pass urine.

Avoiding public defecation is a huge challenge in Nigeria as most city planners do not provide for such emergencies. Many cities are without public toilets and restroom. But here are five simple things you can do to help you avoid being pressed in places you may not have access to toilets, and how to react if nature calls unexpectedly.

  1. Use the toilet before stepping out: This is very important to all of us.No  matter where ever you are, once you know it’s time to step out from where you are ensure you use the toilet to pass out whatever it is from your body system.This should be done a second before you walk out of the door to your car.
  1. Self Discipline: This has got to to do with the mindset, once you can discipline yourself from every other thing, then you could discipline yourself from Urinating by the road side.
  1. Parental Upbringing: Growing up as a child, my teacher will tell me “Charity begins at home”. Parents should learn to teach their kids that Urinating by the roadside is wrong and they shall grow up with such training and of course pass it on to their own kids.

4.Make use of Eatery or Bank: Over time I have heard babes say they are shy of telling people they want to use the toilet,but really though we are all use the toilet no matter how classic we are. When you feel pressed walk into a bank or an eatery and head straight to gents or ladies and I can assure you,no one will stop to question.

  1. Make use of a secluded area: This will fall in place of when you can not locate a bank or an eatery. Once you get so pressed ensure you look for a well secluded corner where no one can see you but then again be conscious of secluded areas.

Senate urges FG to approve funds for #SaveShikira

The Senate on Thursday, June 2, urged the federal government to urgently approve and release the needed intervention funds from the ecological funds office for urgent remediation to help #saveshikira and affected communities.
In a three paragraph motion read by the Niger East senatorial district representative, David Umaru, the Senate called on the key federal government (ministry of health, solid minerals and environment) to re-mediate the environment and promote safer mining programmes for artisan miners.
The motion  is titled: The urgent remediation of lead poisoning in Shikira community of Niger state.
Hence, the Senate also called on  the Senate committee on solid minerals to review the 2007 mining act to reflect present realities in the sector as it affects local communities and artisan miners.
While-making contributions on #saveshikira, Umaru said the Senate is shocked at the survey result of the Federal Ministry of Health, confirming that 149 children who were under age five were tested for lead.
He added that the Senate is worried that environmental testing of residential buildings during the same survey indicated that there was a severe contamination of the environment.
“That early childhood exposure has been linked to violent criminal behavior later in the early adult life,It is therefore estimated that childhood lead exposure is costing developing countries 992 billion dollars annually due to reduction in IQ’s and earning potential according to a new study published recently,”he said
He noted that “The potential of lead poisoning to irrevocably inflict long term neurocognitive deficits on generations, there is need to urgently address this issue of national importance,
“This is a community that is already living below poverty line. All the children are already infected by this epidermic,” he said.
Also speaking , Shehu sanni representing Kaduna central senatorial district said the nation should work towards establishing a nuclear act.
“What the senate can do is to take the activities of illegal matters seriously. We have seen foreigners and Asians siphoning our resources. We should take an action that will address the problem,” he said.
There was a lead outbreak epidemic that recorded 65 cases in May 2015 in Rafi local government, which killed more than 28 children below the age of five. Many of which have  died in Shikira village of Madaka district, Rafi local government area of Niger State.
The affected children suffered convulsion and weakness of limbs as medical examination proved that the children died from lead poising arising from illegal artisan gold mining activities in the area.

Ten Nigerians to Attend 2016 Sustainaware African Regional Conference in Zambia

Ten Nigerians have been confirmed to participate in the 2016 Sustainaware, a regional partnership conference taking place between 30th and 31st May, 2016 in Lusaka, capital of Zambia.

The participants constituting journalists, environmental rights campaigners as well as sustainable development advocates are expected to join other partners to share knowledge, solve complex challenges bedevilling environmental safeguards and proffer possible solutions on how to accelerate sustainable growth in Africa.

Initiated by Connected Development [CODE] in 2014 in collaboration with the European Union (EU), the key objective of the project is to improve knowledge and inspire young people to take leadership roles in environmental health, green economy and social-entrepreneurship.

It has since inception being implemented in eight countries namely – Nigeria, USA, Argentina, Croatia, Slovenia, Hungary, Liechtenstein and India. Somalia and Zambia have been included as participating countries in the 2016 edition to signify progress and success in execution of work plan.  The scope of work in 2016 is targeted at mobilising more spirited volunteers to join the network and champion its gospel across the continent. 

We at CODE, access to food, medicine, portable water, education and effects of climate change on environmental conservation as well as livelihood sources are some of the priority advocacy issues in our pursuit for transparency and accountability in public service.

We are committed to our promise and mission – improving of access to information and empowering local communities in Africa.

Our enthusiasm in ensuring that Nigeria is part of this epic event reveal our internal strategy towards strengthening and building a network of advocates to help mobilise the required grassroots  support to achieve our mandate.

 

Communique for the Abuja Anti Corruption Summit

(5th May, 2016) Corruption undermines growth, erodes trust in governments, fuels support for extremism and hinders the fight against poverty and inequality. Governments have a special responsibility to prevent, detect and punish corruption.

The basis of Nigeria’s fight against corruption lies in its domestic legal and policy instruments such as the Code of Conduct for Public Officers which include Asset Declaration and Verification, the Independent Corrupt Practices Commission Act, Economic and Financial Crimes Commission (EFCC) Act, Advance Fee Fraud Act and Money Laundering Prohibition Act, the Public Procurement Act setting up the Bureau of Public Procurement (BPP) and the Nigerian Extractive Industries Transparency Initiative (NEITI). In Decemebr 2003, Nigeria ratified the UN Convention Against Corruption which commits Nigeria to taking necessary steps in the fight against corruption as shown by the various domestic laws enacted.

We, the representatives of the government of Nigeria, representatives of civil society and the media met on 5th May 2016 in Abuja and are committing to implement critical measures that will ensure that the space for corruption to flourish will be curtailed.

  1. Cross Cutting Issues

Flowing from the presentations and discussions, the need to address a number of gaps relating to the present effort at fighting corruption was highlighted. The gaps include:

  • The present effort at fighting corruption should not only pay attention to legal and institutional issues but also to the sociological issues which are the root cause of corruption.
  • There is need to approach the fight with a greater sense of urgency, including creating an effective partnership between the government, business and civil society.
  • Defining an overarching vision and strategy for the anti-corruption fight that takes into account the importance of society wide attitudinal change as a way to ensuring the sustainability of the fight.
  • Devising effective means of communicating this vision and strategy to the citizens, including those in the rural communities. This is to ensure that citizens are not disconnected from government efforts, thereby securing their continued support.
  • The need to fast-track efforts at legal and institutional reforms, including the enactment of the Money Laundering (Prevention and Prohibition) Repeal Bill, 2016 and the Mutual Assistance in Legal Matters Bill, 2016, which seeks to ensure effective prosecution of corruption, financial crime, kidnapping, trafficking in persons and trafficking in drugs, kidnapping, oil theft cases and all other forms of crimes referred to as “Predicate Offences” as long as it has a financial implication and that it eventually leads to the laundering of the stolen funds.
  • The need to strengthen anti corruption institutions and make them independent and less prone to political manipulation.
  • The role of the Auditor General of the AGF and the Public Accounts Committee of the National Assembly should be more proactive in generating reports of the financial dealings of the government in a timely manner and making these reports publicly accessible to enable citizens interrogate the financial dealings of the government.

 

  1. Stolen Asset Recovery

People who benefit from corruption need somewhere to put the money. All too often they want to spend that money in global cities – making use of secrecy in the global financial system to do so with impunity. We need robust steps to assist in the recovery of corrupt assets. Countries where these assets are held should expedite the process of repatriating these assets, without penalties, where they originate in low or middle income countries. There is also need to address the high legal cost of recovering and repatriating these assets. The countries to where these assets are being returned could commit to invest these assets in, among other things, healthcare, basic education, etc. To do this we should:

  • Support the enactment of the Nigeria Financial Intelligence Center (NFIC) Bill, 2016 and the Proceeds of Crime (POC) Bill. The NFIC bill seeks to empower the FIU currently located within the EFCC with additional powers of receipt, analysis and dissemination of intelligence to all law enforcement and security agencies.
  • Identify priorities for spending on public goods and ensure this spending is made transparent.
  • At the London Summit on 12 May 2016 , to commit to increase transparency in the management of returned stolen assets, to ensure ease of access in the recovery of stolen assets, to ensure that “illicit enrichment” or non-explainable wealth can be used as the basis for recovery of stolen public assets.
  • Support the President of the federal republic of Nigeria’s commitment to hosting a Global Forum on Asset Recovery in May 2017.
  1. Requiring companies to disclose who owns and profits from them

Anonymous companies, trusts and similar legal instruments play a central role in money laundering, concealing the identity of corrupt individuals and irresponsible businesses involved in activities including the trafficking of arms, drugs and people, the theft of public funds, and tax evasion. This robs governments of resources that could otherwise be invested in improving public services and stimulating inclusive economic growth. Public disclosure of beneficial ownership information would enable law enforcement, journalists, and citizens to easily access and use this information to follow the money and root out corruption and would help businesses know who they are trading with. To do this we should:

  • Support the passage of the Money Laundering (Prevention and Prohibition) Repeal Bill, 2016 and the Mutual Assistance in Legal Matters Bill, 2016 which has incorporated the definition of ‘beneficial owner’ that captures the natural person(s) that ultimately own(s) or control(s) a company or trust.
  • Implement publicly accessible central registries of beneficial ownership of legal entities including bulk access to open data.
  • As a first step this should be taken forward for the extractives sector as already committed under EITI.
  • Advance these issues at the London Summit, including securing a commitment from Prime Minister Cameroon to enforce Public Registers for the Beneficial Ownership of companies throughout UK’s Overseas Territories and Crown Dependencies.
  1. Ensuring budgets are available for anyone to view in a way that is easy to read and re-use, so that citizens can see how public funds are spent

Budget transparency is critical for enabling citizens to hold their governments to account for the use of public resources in order to ensure that funds are managed efficiently and effectively on things that citizens want and need, such as quality health care, education, infrastructure and social services. We will work to ensure that budgets are publicly available and easily accessible so that citizens can see how public funds are being allocated and spent. To do this we will:

  • Support the publication of key budget documents in standard open data formats and creating accessible interfaces to display budget information, including but not limited to the Executive’s budget proposal, the enacted budget, a year-end report on budget outcomes including all off-budget revenues and expenditures, and an end-year audit report.
  • Work to link budget, project planning, procurement and spending data.
  • Increase public participation in budget formulation and execution, including holding public hearings during the budget process.
  • Work to disclose budget data at the federal, state and Local government level.
  1. Opening government public procurement and contracting and publishing contracts

Public procurement is critical to economic growth and development. It is also government’s number one corruption risk. It sits at the nexus of revenue generation, budget planning, resource management and delivery of public goods. Openness in contracting also encourages entrepreneurship, a fairer business environment, and a thriving small business sector. We will ensure that all our public contracts are awarded and managed openly and fairly, supporting business & civic oversight and providing open data on public contracting activities.  To do this, we will:

  • Support the disclosure of information across the entire chain of government contracting and procurement from planning to tender, to award and to the contract itself (including publishing contracts by default) to implementation to closure.
  • In particular, disclose all existing oil and mining sector contracts between the government and companies, including those governing exploration and production activities as well as other important deals, e.g. the crude oil for product swaps.
  • Share all this information as open data with unique identifiers to aid analysis, sharing, reuse and interoperability (using the Open Contracting Data Standard).
  • Adopt tools and methodologies for market analysis and monitoring to fix problems and ensure better solutions for public problems, across government, business and civil society and throughout the contract cycle.
  • Require that the beneficial owners of companies bidding or receiving government contracts be publicly disclosed.
  • Work together to establish common information set for contract debarment.

 

  1. Extractive Industry Transparency

In Nigeria, it is estimated that over $400 billion has been lost to ‘oil thieves’ since the country gained independence in 1960. All-too-often, opacity enables corrupt actors to divert these funds away from development promoting activities. Transparency of payments would enable citizens to hold governments accountable for the effective use of natural resource revenues. Commodity trading contributes substantially to state revenues. In recent years, up to 70% of Nigeria’s total government revenues came from sales from the state oil company, largely to oil traders. To remedy this situation, we will:

  • Seek to improve transparency and oversight in the sales of crude oil by the state-owned Nigerian National Petroleum Corporation (NNPC) by publishing sale-by-sale data.

 

  1. Follow up and international cooperation: The Open Government Partnership
    • Strongly urge the Nigerian Government to follow through with its publicly declared commitment to join the Open Government Partnership without further delay. Joining the OGP will help Nigeria improve transparency in the management of natural resources, and public funds as well as citizen participation in governance.

[Press Release] Time is Running Out For Sick Children with High Lead in Shikira

 [Abuja, May 9, 2016] Over one year after lead disaster that killed little children, nothing has been done to save other living as Connected Development [CODE] warns that time is running out to solve the Niger crisis in Nigeria. “Shikira which harbours two villages (Ungwar Magiro and Ungwar Kawo) is reaching crisis point” said Hamzat Lawal, Chief Executive, CODE. “More than one year after the lead poisoning disaster was first discovered in Niger state, over 300 hundred children below 5 years are still awaiting critical medical treatment.

Our partner, Médecins sans Frontières (MSF) / Doctors Without Borders is ready and willing to treat these children, but cannot do so until their homes have been environmentally remediated. It’s time to get the lead out of Shikira,” he continues.

Remediation was due to begin at the end of October 2015, directly after the last rainy season. The window for remediation in Shikira is closing rapidly, if the process is not started before the end of May, it will be too late before the next rainy season. This could have disastrous consequences for the community, mostly vulnerable sick children – if the funds are not released now, doctors chances of treating lead-poisoning victims in Shikira is drastically reduced.

Lawal, has called on President Buhari led federal government to release the needed funds, estimated to be five hundred million naira ($2.6M) for remediation through the Ecological Funds Office under the Presidency so sick children can get chelation therapy treatments and to help curb the spread of lead poison contaminations to other neighbouring villages.

 Mr Lawal, who spoke at the Follow the Money Stakeholders Town Hall Meeting held on May 4 in Minna, Niger state, said he has called on the President and the National Assembly to declare Shikira community a state of emergency in the country.

 He further expressed his disappointment on some key agencies of the government who were not present at the meeting.

 “I’m not happy that relevant agencies of government, most especially federal ministry of environment, ministry of solid minerals and ministry of health are not present at this important meeting after sending invitations ahead of time.

 “It shows us to what extent government takes the Nigerian life serious, most especially our vulnerable children who needs urgent medical attention,” he said.

He concluded by saying, ‘As part of Follow The Money social media campaign using the hash tag #SaveShikira on Twitter, upon returning to Abuja, we tweeted at the Honourable Minister for Environment, Amina J. Mohammed, and she responded saying plans are underway to visit Shikira after the Ministerial briefing holding this week Wednesday’. But can children in Shikira wait any longer? Time that we don’t have would tell!

On Community Outreach To Shikira

Sefiya Ibrahim is a 27 years mother to Hafizu Ibrahim, a 9 month old baby who has been on admission in Kagara general hospital for 16 days receiving treatments from lead poison. According to MSF, Hafizu has over 200 mg/kg Pb lead level in his blood stream and this are the cases of other children in Shikira below 5 years. In tears, Safiya is pleading with the government to come to their aid so she would not lose her son after losing two children in 2015 due to the outbreak. ‘I’m begging our President to come and help us so we can see our children grow to become men and help us when we’re old’.

 Little Ibrahim did not stop crying the entire time we were in the hospital and he could not be pacified. We call the relevant government agencies to order and demand that remediation be done in these communities. We call on citizens to lend their voices to #SaveShikira and only immediate action by the Government can change the situation for the better. Doctors conformed that Hafizu has over 200 mg/kg Pb in his blood stream.

Before the Lead Poison Outbreak

Ever since the disease broke out in the Northern Region, it has left many dead. The disease is highly deadly and sometimes lead to fatal condition which causes severe mental and physical impairment. Young children below 5 years are most vulnerable to the lead poison, a highly toxic metal. This is caused by unregulated mining practices in communities across the country.

In May 2012, Occupational Knowledge International (Ok International) submitted a report to the Federal Ministry of Solid Minerals highlighting flash points of informal mining site is Nigeria that uses dangerous substances and mining techniques which are also prone to lead poison. In this report, Niger, Ebonyi, Nassarawa, Kaduna among other states where mentioned. The outbreak of lead in Niger state shows that nothing was done to curtail this buttressing government recklessness which has taken innocent lives, mostly children.

 CODE Stakeholders Town Hall Meeting

Speaking at the town’s hall meeting hosted by CODE in Minna, the Emirate Council representative, Galadima Katako of the Kagara community, said that the outburst has been on since last year, adding that he expected the government would have found a lasting solution.

He stressed that it is important for good coordinated approach spearheaded by government so we don’t have duplication of efforts and misinformation about the plight of our people. We are begging for quick actions on remediation so our sick children can access free medical treatments by doctors on the ground ready to administer them.

‘The issue has lingered on for a while now, and if the federal government does not provide a solution to it by July, then the situation will be critical.” he stressed.

 “I want the Federal Government to help put an end to this unregulated mining activities and provide alternatives to secure jobs for the villages, ranging from agriculture amongst others,” he said.

 However, the representative of the local miners, Shaibu Usman, stated that they agree that the mining they do is unregulated, adding that it’s the only source of their income in which they feed their families and also train their kids by sending them to school.

 “We know that the lead poison generated from our mining, but we want the government to create jobs for us so we can stop the mining we do, or teach us how to mine safely and provide equipments to help us do it better” Usman said.

 The Women Representative, Nuttu Shikira, also present complained about how life has become difficult for them due to the lead poison. ‘We have lost 30 children since the outbreak last year and we’re really worried so we don’t lose other children’. We call on the government of President Muhamadu Buhari to please help us. Not only our children are sick, even our husband has been ill for some time and can’t do any work again leaving me and my children to go hungry most times.   

 Mallama Shikira, further called on the Federal Government to provide urgent assistance to the people of her community.

 Also speaking, a representative and Doctor, Simba Tirima, of Medicine and Frontiers, MSF, said that there is a high need to eradicate the lead poison existing in the various communities so as to have a healthy environment.

 “there is need for coordinated efforts by the people living within the Shikira community to curtail the spread of the lead dust as a result of unsafe mining activities being carried out by the local artisanal miners” he said.

 He however noted that in November 2015, characterisation was done to ascertain the level of contamination in the community and found out that more than 2500 community members exposed with over 300 children with high lead level in their blood stream.

MSF has set up a base in Kagara since October 2015 and with support from TerraGraphics conducted a full environmental characterization in November 2015 with a remediation plan submitted to the government.

‘We saw in some cases >500,000 mg/kg Pb in some areas which is far much higher that US EPA threshold which is 400 mg/kg Pb for residential soils’, Tirima noted.

Tsema Okoye, Global Rights representative added that remediation and treatment are not the only ideal solutions to the poison, stating that the ideal solution to this is to encourage these artisanal miners to practice safer mining and have government regulate this activities in local communities across the country. ‘The rains are here and in all of this, safer mining practices is key in ensuring no more outbreak in Nigeria is recorded’.

Hope for Shikira

TerraGraphics, MSF and local stakeholders including Follow The Money Team are all ready to start work immediately upon the release of the funds. Both organisations have been collaborating with Government agencies and ministries to assure there is a system in place that is effective, accountable, transparent and that will guarantee the best outcomes for the communities of Shikira.

This kind of collaboration ensures community participation and ownership of both process and results while assuring accountability and compliance with internationally recognised standards and best practices.
